本系统由沈阳明华信息技术有限公司开发，主要用于物价信息的采集、监管和查询。利用计算机和智能手机，结合计算机网络和无线通信技术，实现物价采集工作的移动化和现场化。数据采集员使用智能手机在采集点现场采集物价数据，将第一手数据实时上报到数据中心，做到全天候的物价监控。物价数据在数据审核员审核后最终发布，市民可以使用智能手机查看、对比物价。
